Admin. Code 2060.520.

This page explains the requirements and structure of DUI Risk Education, including who must complete it, what it entails, and how Cloudgate Healthcare administers the educational course.
PURPOSE OF DUI RISK EDUCATION
DUI Risk Education is a standardized, educational intervention required for certain individuals who have been arrested for driving under the influence of alcohol or other drugs (DUI). The purpose of the program is to reduce the incidence of recidivism by helping participants understand:

-
The effects of alcohol and drugs on the mind and body

-
The impact of substance use on driving ability

-
The legal and personal consequences of impaired driving

-
The signs and progression of substance use disorders

-
Community resources and treatment options available for individuals who need further support

DUI Risk Education is not a form of treatment. Instead, the program is an educational tool designed to enhance awareness, increase motivation for behavior change, and prevent future offenses.

WHO IS REQUIRED TO ATTEND DUI RISK EDUCATION
Under Illinois law, DUI Risk Education is mandatory for individuals who have been classified as minimum risk, moderate risk, or significant risk following a DUI evaluation. This evaluation is conducted by a licensed alcohol and drug counselor using criteria established by the Illinois Department of Human Services.

Risk Classification and Education Requirements:

-
Minimum Risk: Individuals in this category must complete a 10-hour DUI Risk Education program. No further treatment is required unless voluntarily pursued.

-
Moderate Risk: Completion of the 10-hour DUI Risk Education program is required, along with early intervention sessions. A minimum of 12 hours of early intervention must be completed over at least four weeks.

-
Significant Risk: Individuals in this classification must complete the 10-hour Risk Education course and undergo a minimum of 20 hours of outpatient substance abuse treatment. A continuing care plan may be recommended, which can consist of six months of follow-up sessions.
Cloudgate Healthcare is licensed to deliver DUI Risk Education services for all risk categories required to complete the course. High risk individuals are generally not required to attend DUI Risk Education. Instead, they must complete a full treatment program tailored to their clinical needs, while also meeting any minimum intervention requirements for court-ordered counseling.

FORMAT AND CURRICULUM OF DUI RISK EDUCATION

Under the governing code, DUI Risk Education must be structured and standardized. At Cloudgate Healthcare, the program consists of a minimum of 10 hours of educational instruction, divided into four separate sessions. Our program is offered in two formats:

-
In-Person Services: Conducted at our Naperville location in a group setting led by a licensed counselor.

-
Virtual Services: Available to clients across Illinois via secure, HIPAA-compliant video conferencing platforms. This allows access for residents throughout our service area, including Cook, DeKalb, Dupage, Kane, Kendall, Lake, McHenry, Will, Winnebago, and many other counties. We also provide DUI Risk Education for Illinois Secretary of State hearings.

Our DUI Risk Education curriculum follows the standards set forth by Section 2060.505 of the Illinois Administrative Code. Topics include:

-
Physiological and psychological effects of alcohol and drugs

-
Effects of alcohol and drug use on driving ability

-
Illinois DUI laws and the criminal justice process

-
The concept of tolerance, dependence, and addiction

-
Consequences of impaired driving—legal, financial, personal, and social

-
Decision-making skills and risk-reduction strategies

-
Overview of community treatment and support resources

-
Identifying the early signs of a substance use problem

All course content is delivered by qualified professionals and may include multimedia presentations, group discussions, and interactive learning.

PRE-TEST AND POST-TEST IN DUI RISK EDUCATION

Participants are required to complete a pre-test at the beginning of the DUI Risk Education program and a post-test at its conclusion. These tests are designed to measure the individual's understanding of the educational material and to evaluate knowledge gained during the program.

-
Pre-Test: Administered prior to the first educational session. The results do not affect the individual's ability to begin the program but serve as a baseline for instructional focus.

-
Post-Test: Administered after the final session to assess the knowledge gained during the risk education program.

In accordance with 77 Ill. Admin. Code 2060.520(c), a score of at least 75 percent on the post-test is required to pass the program. Individuals who do not achieve a passing score are given an opportunity to review the material and retake the post-test.

Once a participant passes the post-test and completes the required 10 hours of instruction, a certificate of completion is issued. This certificate serves as formal documentation that the individual has successfully completed the DUI Risk Education program.

If an individual is classified as a moderate or significant risk, they will likely need to complete additional requirements for their intervention. A counselor will review these requirements at the time of admission to ensure all clients understand the services they must complete to satisfy the minimum recommended intervention.
